Abstract
Human security is a multidimentional concept based on the respect for all human rights and democratic principles, freedom from all forms of poverty, violence, conflict, and discrimination to achieve a civilized society through a sustainable development. In education context, equality is an increasingly strategic issue in enhancing human security because without the policy on policy and governance that are affirmative to the powerless people, discrepancy, lag, discrimination, and structural social exclusion may occur and constrain the achievement of a goal in the formation of a sustainable civilized society. This paper aims at analyzing the policy on equality in education in enhancing the human security and the obstacles in implementing such policy in the context of diverse societies in the developing democratic country such as Indonesia. The findings of the analysis showed that to date equality has still been difficult to implement through the policy of education in Indonesia. First, discrepancies in education are still found between teachers and school infrastructures in urban and rural areas. Second, lag due to inequality in the quality of school graduation among populations in Java Island and outside. Fourth, discrimination still occurs between certified and honorary teachers as a structural problem difficult to solve to date. Fifth, structural social exclusion still occurs in occupational domain where the highly educated people work with high revenue and exclussive life style, being different from the lower educated ones. It is recommended that a comprehensive public policy and governance framework in education is required in order that human security can be achieved sustainably in a civilized society with the respect for all human rights and democratic principles in the developing democratic country such as Indonesia.
