PAUD LEARNING DURING PANDEMIC
( Policy Implementation Study Based on East Kutai Regent Circular Letter No. 366/001/circular. PBCovid-198/1/2021 On Delays in The Implementation of Face-to-Face Learning for All Levels of School in Kindergarten Of North Sangatta District, East Kutai Regency )

ABSTRACT
This research is a research on PAUD Learning During the Pandemic Period, is a study of the implementation of policies based on the Circular Letter of the East Kutai Regent Number 366/001/Edaran.PB Covid-198/1/2021 concerning Delaying the Implementation of Face-to-Face Learning for All School Levels in State Kindergartens Superintendent of North Sangatta District, East Kutai Regency. There are many obstacles faced during the COVID-19 pandemic, including education, especially PAUD. The purpose of this study was to determine the obstacles in distance learning in PAUD at Pembina State Kindergarten, East Kutai Regency.
This research is a field research, where the researcher conducts direct research on the object under study and collects data found in the field. This study uses a qualitative method approach, namely an approach related to the implementation of PAUD learning policies during the pandemic with the research location at the Pembina State Kindergarten, East Kutai Regency on Jln. APT Pranoto Sangatta Utara. Data was collected by means of participatory observation, in-depth interviews and documentation. The primary data sources in this study were students, Kindergarten Principals, Kindergarten Deputy Principals, while students' parents and school committees were secondary data sources. Next, the researcher analyzed the data that had been collected by testing the validity of the data, reducing the data, presenting the data and drawing conclusions.
The results of this study indicate that the Circular Letter of the East Kutai Regent Number 366/001/Edaran.PB Covid-198/1/2021 concerning the Postponement of Face-to-Face Learning for All School Levels is implemented well and with high compliance. Constraints that occur in the implementation of the readiness of educators in implementing distance learning, mastery of technology, can be overcome by conducting training (in house training). So that learning can still be maximized to avoid losing the meaning of learning (loos learning), although it is still realized that there is a missing value due to the reduced psychological relationship between children and teachers due to distance learning.
