ABSTRACT

This researtinvestigates the aplicationof sosialization program for election 2019 held by lection commission ( Komisi Pemilihan Umum)  the city of Probolingoo kota. It is aimeg at : (1) Analyzing and the Revealaing the factors which hinder and support the sosialization. This research  empioys qualitative method through descriptive approach the data gathering is obtained  through three Procedures : obsevation, in-depth, intervieu, and documentarysstudies. The subject of  this research is election commission op Probolinggo Kota city and other stake-holder involved in the sosialization legislative election.

It is revealed that the socialization of legislative election caried out by election  connission of Probolinggo kota city is in accordancewith the existing regualation, but with some modifications. The involvement of some stake-holders has contributed to the success of this process. In addiction, the role of” Democracy Volunteers to the success of this process. In addition, the role of “ Democcacy indentified are the lack of budget, the low level of  human  as the level of receptionresource capability, as well as the level of reception by public is whit is often polarized by campaign performed by legislative candidates. Some recommendation are proposed by this research, namely : (1) the strategy of socialization formolated by central board of KPU, has to invite the involment of election at the lower hierarchy in order to achive conprehensiveness : (2). In addition to technical advocation, orther froms of political education should alsa be taken into account in reguler basis, (3). There should be increase in socialization buudget and confined to the prosess of election it self.
